Foreign Office, October 31, 1908. On the receipt of your despatch No. 410 of the 14th ultimo, I took steps to ascertain the nature of the Regulations governing the commerce in opium in the United Kingdom.

I now inclose copies of letters from the Home Office and the Local Government Board containing information upon the subject, as well as the text of "The Pharmacy Act, 1868," and "The Sale of Food and Drugs Act, 1875," which bear upon the question.*
